Buying land on Bowen Island: the complete guide

Four serviced lots remain at Arbutus Ridge, $545,000 to $999,000 plus GST as of September 4, 2026. Buying a lot here works like any BC land purchase with two additions: a disclosure statement, and seven days to cancel. You offer, pay ten per cent within seven days, complete, get design approval, then apply for a building permit.

What is for sale on Bowen Island right now?

Four lots remain, priced $545,000 to $999,000 (as of September 4, 2026). They are the last four of the nine Phase 3 lots on Hayes Road, on the west side of the island above King Edward Bay. Beyond Arbutus Ridge, 39 vacant-land listings were showing on the island's MLS feed on September 4, 2026, asking $399,000 to $2,299,000 (buyonbowen.com, as of September 4, 2026). Most of those are unserviced parcels where the buyer drills a well, designs a septic system and extends power.

  1. Where: Arbutus Ridge, Hayes Road, on the west side of Bowen Island, British Columbia, overlooking King Edward Bay.
  2. What: four serviced estate lots for sale in Phase 3, from 0.49 to 1.01 acres, priced $545,000 to $999,000 plus GST (as of September 4, 2026).
  3. Services: municipal water (King Edward Bay system), BC Hydro power and telecom to the lot line, fire hydrants, on a dedicated public road.
  4. Build: CD 18 zoning allows a home of up to 260 m² (about 2,800 sq ft) plus two accessory buildings, 9 m high, under registered Design Guidelines with an Approving Authority.
  5. Getting there: a 20-minute BC Ferries crossing from Horseshoe Bay, West Vancouver, with 15 sailings a day; about 75 to 95 minutes door to door from downtown Vancouver.

What does land cost on Bowen Island in 2026?

Two markets sit side by side. Finished houses trade on the MLS Home Price Index: Greater Vancouver REALTORS put the benchmark price for a detached home on Bowen Island at $1,389,700 in August 2026, with a median selling price of $1,522,500 across nine sales and 13 detached homes listed for sale (Greater Vancouver REALTORS monthly statistics package, August 2026).

Bare land is the other market, thinner and far wider: the same island carries a $399,000 sliver of a lot and a $2,299,000 waterfront parcel. What moves a lot from one end of that range to the other is servicing, terrain and access, not view alone. A serviced lot has municipal water, hydro and telecom at the lot line and a road built to municipal standard; an unserviced lot is a well, a septic design, a hydro extension and a driveway you have not priced yet.

How do you actually buy a lot? The six steps

The sequence below is the one set by the purchase agreement and the registered building scheme. Nothing in it is unusual for a British Columbia subdivision, but the order matters: design approval comes before the building permit, not after.

Construction then has to start within six months of approval or the approval lapses, the exterior has to be finished within twelve months of the building permit, and everything but landscaping within eighteen months of approval. What does it cost to close?

Prices exclude GST. On top of the price you should budget property transfer tax, GST, the design review fee, conveyancing, and the water connection fee before your building permit. The table below works the tax on each price point.

Property transfer tax is 1% of the first $200,000, 2% from $200,000 to $2,000,000 and 3% above that. GST applies because the vendor is a developer; talk to your accountant about registration and rebates. The deposit is due within 7 days of acceptance and is held in trust by Singleton Urquhart Reynolds Vogel LLP. Legal and survey fees are extra. The Speculation and Vacancy Tax does not apply on Bowen Island; the 20% additional property transfer tax for foreign nationals does.

Two things that catch buyers out. The first-time-buyer and newly-built-home exemptions are aimed at homes, so a bare lot does not qualify — confirm with your conveyancer. And British Columbia's Speculation and Vacancy Tax does not apply on Bowen Island, because islands reachable only by air or water are outside the taxable areas. What can you build?

Every Phase 3 lot is zoned CD 18, Sub Area 1, and carries a registered statutory building scheme with Design Guidelines at Schedule A-1. The zoning sets the envelope; the building scheme sets the character, the materials and the review process.

Fire suppression sprinklers are mandatory in the principal building. Tree felling and, if it cannot be avoided, blasting are confined to the window between 16 August and 1 February to keep clear of bird nesting season, which is the single biggest scheduling constraint on an island build. How does the ferry work?

This is the question every buyer asks first, and the honest answer is that it is a twenty-minute crossing on a schedule you plan your day around rather than a bridge you cross without thinking.

The ferry, in numbers as of September 4, 2026

  • 20 minutes Horseshoe Bay (West Vancouver) to Snug Cove on the Queen of Capilano, Route 8. No reservations: vehicles and walk-ons board in order of arrival.
  • 15 sailings a day from Horseshoe Bay on weekdays, first 5:45 am, last 11:00 pm; 16 from Snug Cove, first 5:15 am, last 11:30 pm. Saturdays drop one late-evening sailing each way; Sundays start at 6:15 am from Snug Cove.
  • Fares are return, collected on the way to Bowen: adult $12.45, vehicle under 20 ft $35.55, so a car and driver pay $48.00. A BC Ferries Experience Card saves $4.70 per adult and $12.05 per vehicle, about 35% for a car and driver.
  • Without a car: West Vancouver Blue Bus routes 250 and 257 stop at the Horseshoe Bay terminal; on Bowen, route 280 Bluewater runs along Windjammer Road (nearest stop about 700 m from Hayes Road). Cormorant Marine runs a foot-passenger water taxi from Snug Cove.
  • Door to door: about 20 minutes from the lots to Snug Cove, 20 minutes on the water, then 26 minutes from Horseshoe Bay to downtown Vancouver or 18 to Park Royal in normal traffic.

What else should you check before you remove subjects?

  • Septic. Lots 2, 3 and 5 share an engineered field on Lot 10 and each hold a one-third interest in it, with registered cost-sharing obligations. Lots 1, 4, 6, 7, 8 and 9 carry an on-lot field inside a 550 m² covenant area you may not build on. See the septic and water guide.
  • Water. Municipal, from the King Edward Bay system, which was under Stage 3 water use restrictions as of June 2026. An unconnected lot is billed a quarterly rate until you connect.
  • Financing. Bare land generally needs a larger down payment than a finished home, and not every lender writes bare-land mortgages. Get pre-approval before you offer; the financing guide covers what to ask.
  • Build cost. There is no reliable Bowen-specific cost per square foot in circulation. Get a fixed-price quote from a builder who has worked on the island before you commit. The build-cost guide explains why, and what the island premium is made of.
  • Non-resident buyers. The federal ban on non-Canadians buying residential property has not applied to vacant land since March 2023.
